The Bays Precinct consists of 80 hectares of government owned land and 94 hectares of harbour waterways, and sits within 2km of the Sydney CBD. It includes sites such as the heritage-listed White Bay Power Station, Glebe Island, White Bay, Rozelle Bay, Rozelle Rail Yards and Blackwattle Bay, including the Sydney Fish Market. It is the story of Sydney’s many parts, combining commerce, industry, leisure, housing and water activities.
The Bays Precinct Urban Transformation Program will transform currently underutilised areas into a destination that will contribute significantly to the economic, cultural and social well being of the city and the state. The Precinct’s great heritage values, proximity to the city and waterfront position present exciting new opportunities for entertainment and leisure facilities, as well as residential, retail and commercial development.
The Program will regenerate waterfront areas in and around Blackwattle Bay including the Sydney Fish Market, Rozelle Bay, Rozelle Rail Yards and the heritage-listed White Bay Power Station to provide a vibrant new harbour frontage and foreshore access.
The Bays Precinct will be revitalised as a world-class waterfront destination, and will deliver vibrant and dynamic places for the city and the State.
The Bays Precinct Urban Transformation Program is a whole-of-government approach being led by UrbanGrowth NSW, and includes the following government agencies: Sydney Harbour Foreshore Authority, NSW Planning and Environment, Government Property NSW, Transport for NSW including Roads and Maritime Services, Treasury NSW, Port Authority of NSW and NSW Trade and Investment. By bringing the planning and development work into one office there is one voice, one plan and one vision for government. The Bays Precinct Urban Transformation Program will build upon work already commenced by The Bays Precinct Implementation Committee and The Bays Precinct Taskforce, as well as contributions from the local community made over the past years, to prepare an urban transformation strategy for The Bays Precinct.
As part of the preparation of the urban transformation strategy, The Bays Precinct Urban Transformation Program will:
- Undertake community and stakeholder engagement
- Undertake planning and urban design activities
- Prepare a social impact and needs assessment
- Prepare transport, infrastructure and economic analyses
